Medical Cannabis Patient Voucher Grant
The Medical Cannabis Patient Voucher Grant provides funds to a nonprofit entity who will administer financial assistance to registered medical cannabis patients. The funds will be given to qualifying patients in $150 increments each month. The nonprofit entity may only use allocated funds for patient vouchers. Reporting and invoicing is required quarterly.
Grant applications will close on 12/15/2026.
Voucher background
Utah medical cannabis patients may purchase medical cannabis and devices at licensed Utah medical cannabis pharmacies. To help alleviate financial hardship, Senate Bill 121 in the 2026 general legislative session allocated funds to be given to medical cannabis patients.
Funds will be provided from the Qualified Patient Enterprise Fund established in 4-41a-104.1 and administered by the Utah Department of Agriculture and Food (UDAF). Funds will be available each fiscal year in an amount up to $300,000. Exact amounts will be determined on the availability of funds at the end of each fiscal year. The funds will be given to a nonprofit entity to distribute to medical cannabis patients.
The nonprofit entity who is awarded the grant will distribute funds to medical cannabis patients in the form of vouchers intended for the purchase of medical cannabis and medical cannabis devices, in strict accordance with Utah Code 26B-4-248 (as established in 2026 SB121). Utah medical cannabis patients who are enrolled in Medicaid and Medicare are eligible to receive a voucher. Funds will be $150 per person, per month.
Patients will use the vouchers to purchase a medical cannabis product or medical cannabis device at Utah medical cannabis pharmacies. The non-profit entity will need to reimburse the medical cannabis pharmacies with the funds they were allocated.
The nonprofit entity will create a workflow process for patients to apply for, be verified, and be given a voucher. The workflow will also define the process for payments being invoiced and paid.
Application information
The application will ask questions to help UDAF understand the proposed business workflow of the nonprofit entity including:
- Patient application workflow,
- Voucher issuance and verification workflow,
- Reimbursement workflow, and
- Timelines.
Grant requirements
All grant applications will be ranked by a team of reviewers and one nonprofit entity will be chosen to receive the funds. The ranking will be based on how effective the proposed workflows meet the requirements and provide ease of access to patients and pharmacies.
