    Who is a non-Utah resident? 

    A non-Utah resident is a medical cannabis patient who doesn’t live in Utah but has a medical cannabis card to buy and use medical cannabis while they visit. Non-Utah resident cards last 21 days. Visitors are limited to 2 non-resident cards each calendar year. 

    To apply for a non-resident card, you must have a medical cannabis card in your home-state for one of the following medical conditions: 

    • acute or chronic pain 
    • acquired immune deficiency syndrome (AIDS) or HIV 
    • Alzheimer’s disease 
    • amyotrophic lateral sclerosis (ALS)
    • autism 
    • cancer 
    • cachexia 
    • Crohn’s disease or ulcerative colitis 
    • epilepsy or debilitating seizures 
    • multiple sclerosis (MS) or muscle spasms 
    • post-traumatic stress disorder (PTSD) 
    • a terminal illness with a life expectancy of less than 6 months you’re receiving hospice care for 
    • a rare condition or disease as defined by the National Institutes of Health.

    How to apply

    You’ll apply for a non-Utah resident medical cannabis card in the electronic verification system (EVS). The EVS is an online database that holds all of the medical cannabis cards, recommendations, and purchase data for patients and medical providers. You must create a Utah ID and an EVS account to apply for a medical cannabis card.

  1. Go to the EVS

    Click the "Log in" button on the EVS.

    You'll sign in to UtahID before creating an EVS account.

    New users: Follow the steps at https://dts.utah.gov/idhelp/account-creation/ to create your UtahID account.

  2. Create an account in the EVS.

  3. Submit your medical cannabis application in the EVS.

  4. Pay the medical cannabis card fee.

    You’ll get an email from [email protected] with instructions to pay your medical cannabis card fee after you submit your application.

  5. Download your medical cannabis card from the EVS. You can print or save your card to your device.

    You must show your card and valid ID each time you go to a medical cannabis pharmacy or get a medical cannabis delivery. Find a pharmacy.

  6. Meet with a medical cannabis pharmacist. 

    You will meet with a medical cannabis pharmacist before your first medical cannabis purchase. This can be in-person at a medical cannabis pharmacy or through a video or phone call if the pharmacy has that option. Call the pharmacy to see if you need to schedule an appointment to meet with the pharmacist. 

    The pharmacist will talk with you about your medical condition, symptoms, and health history to provide recommendations for products and amounts to try. They will also answer any questions you have.

  7. Buy medical cannabis

    You can buy medical cannabis after you meet with the pharmacist. After your first purchase, you can buy from any Utah medical cannabis pharmacy or get home delivery.

  8. Your medical cannabis card lasts for 21 days.

    You can get up to 2 non-resident cards each calendar year.
